Dragons are marvels. They and their kin, are blessed with levels of mental communications. Their telepathy is unique amongst the creatures of Pern, they are the only species that has full human tongue and understanding.
However. It can be taken as a general rule that dragons only speak to their bondeds, and other dragons (it should be noted, dragons/whers/flitters – rarely contact another species).
Dragon’s do not speak to other humans other than their bonded, unless in times of EXTREME panic, excitement, or fear. These situations are not induced easily.
The dragon most common to speak to another human, is a gold, they might speak to two other humans in the pass of their life. One of which would likely be the bonded of their lifemate, not just their mate’s bonded.
Obviously, HAD (Hear All Dragons) are different situations, Dragons are generally quite impressed when a human can hear them, and talk to them through the novelty.
