Background:
Briefly explained, after AIVAS, not all dragonriders were content to give up their place of privilege and become simple labourers and beasts of burden. While some Weyrs dissolved into smaller dragonholds with small enough groups to be self-sufficient without tithes, or found crafts and skills to trade for the food and goods they needed, others continued to demand tithes, becoming frankly tyrannical in their treatment of the Holds. Without the threat of Thread, the Holders weren't content to pay tithes anymore, so they rebelled, and some of the Weyrs crushed these rebellions with brutal force and all but enslaved the Holders.
Those Weyrs which had peacefully broken up and integrated into the rest of Pernese society quickly massed back together and formed ranks again. Once again they were fighting to protect the Holders - now from other dragonriders rather than Thread. This was the first big conflict Pern had had, really, and perhaps that was why it was so violent and long. All the tension and resentment which always had to be pushed aside to deal with Thread and keep their planet alive could now be unleashed.
Eventually, things stabilized, and reached a bit of an equilibrium. The many Weyrs of Pern have been reduced to two, though there also exist a few small pockets of dragons living separately, providing for themselves in dragonholds and staying out of the conflict as much as possible. Timell Weyr in the North maintains control of the Holders with an iron fist, while Point Drammar Weyr in the south is far more gentle, though with their focus on this long fight against Timell, they have once more begun to depend on tithes. The Weyrs are still certainly at war, sending parties to attack the other or burn their crops or steal their livestock, but after nearly 100 Turns many have come to believe that this is just how Pern will be forever, now, and neither side will ever win.
With AIVAS supposedly successful, no one was really paying attention to the fact that the 200 year Interval was drawing to a close. Thus, the planet was caught off-guard when Thread struck again. Both Weyrs and many of the Holds were devastated. The dragonriders are now scrambling to train and organize so they will be ready to fight two enemies at once.

- Post-AVIS the Holders couldn't quite grasp the idea of why dragons were still needed and many rebelled.
- Some Weyrs took offence and began to put down these rebellion harshly, while others (supporting the rights of the Holders to not be repressed and all but taken into slavery) disagreed and began to fight them. Civil war erupted.
200 turns after the last Threadfall, however, AIVAS failed and Thread returned. - The land that had not been ravaged by war began to be destroyed by Thread.
- 2 Weyrs remain, really, though both are at odd ends (read:war) with one another...
